Are you talking about storing in ones work truck or around the house/shed?
Was just thinking for around the house/shed, maybe something like a heavy duty lazy-susan with some PVC tubes mounted to it vertically. Could stick the long handle end of the tool into the PVC tube to hold it upright. Havent tried it, just thought about it.
M2AKITA,,,,,,Two or three simple "Tic-tac-toe" frames , spaced for length of tools hung from something or built up on something . Example in my shop hung under stairs easy view easy access out of the way and inexpensive.
Drill a 1/4" hole in the end of the handle.
Mount a 2x4 horizontally on your wall of choice.
Drive 12d commons into the 2x4, (where you want to hang your tool) then cut the heads off.
Hang up your tools!

Line one wall with clip hangers. You can stagger the heights to fit more in. All accessible and it looks nice. Push to release clips (like attached pic) are good because the screws don't tear out after pulling the rake free for the hundredth time. We found this type locally, but I don't recall where.

For about $0.99 You can buy a number of feet of picture wire.
I string a piece across a stud bay in the shed, and put the handles up behind it. One stud bay has the garden rake, hoe, and cultivator. Next stud bay has the leaf rake
In the next stud bays are pieces of wire lower to the ground for garden forks and shovels.
Cheap and easy.

I have a wood box about 3' high and 2' Sq. I put an egg crate foam rubber cushion in the bottom and then nailed a wood strip tic tac toe pattern to the top. I just stick everything in the box handle down. The cushion keeps everything in place.
Thanks for your replies everyone. I just want something that doesn't look cluttered in the garage. There they all are, just leaning in the corner like some discombobulated pick up stick arrangement.
I have seen good setups for trucks. A small sonatube or a large PVC sewer pipe. Stick 'em all in the tube handle down and maybe a bungee cord and you're good to go.

The snap-in fixtures seem to be best for on-the-wall. I've used the pvc-coated hooks, too.
PVC on a 2x sleeper/rack is not bad for horizontal. Just test that the tools will go in (and come out) with the garage door open & closed (don't ask me how I know).
The one thing that just seems certain is that, what ever you do, it'll only be good until you buy the next garden tool . . .
So, my preferred method for storing garden tools of any size is on the gardener's truck. Not that I can afford a gardener.
I've got a system up high. Got 16 foot ceilings in my shop.
1 1/2 pipe (pvc) in the back 3"long 2" in the front 3' in between
works great if ya use it. Seems ya get too busy and dont put the
sh!t away.
