Skim-coating with joint compound covers texture, renews old drywall and plaster, and leaves smooth surfaces ready to paint.

Depends on what flashing. Drip edge? NO. Counter Flashing? Yes.

Counter Flashing, what is counter flashing. this flashing is about six to eight inches wide and runs from peak down the pitch and its white on a black roof. what it is . is a 90 bend in the siding and installed on top of the shingle. I might be able get a picture.
That doesn't sound right already.
You are correct. that sounds wrong.
I remember seeing a post here not too long ago about the same issue..and it is wrong.

Sounds like it should have been step flashing i.e. a small 90 degree bent piece in every course of shingles.+++++++++++++++++++++++++++++++++++++"Doubt is not a pleasant condition, but certainty is absurd." Voltaire
this is one piece about 15 feet long bend into a 90 with about six to eight inches on top of the shingles.
sounds to me as though the next step is to shingle a second layer over the existing roof.If not, they are idiots doing this.Look at all the trouble you can get into by just staying home one day.Better git to work in the morning before the whole world falls apart or dives into a sinkhole

What you describe definitely sounds wrong. Unfortunately, I've seen it done by contractors who are either stupid or lazy.
Strip shingles should be flashed against a wall with step flashing. Around here that's usually 5"x7" aluminum bent at 90 degrees along the 7" length, so 2-1/2" goes up the wall, and 2-1/2" goes over the top half of the shingle.

It's getting a facial cosmetic? I bet you mean fascia. http://en.wikipedia.org/wiki/Fascia_(architecture)

you call it fascia, I call it facial, its still a makeover and its ugly. a fascia would be replacing the wood, these are covering the wood. These people give contractors a bad name. I bet its a fly by night group.
Pics?
I agree with Hasbeen, should be stepflash
