Sounds like mastic, try a heat gun and a putty knife. Let the heat gun do its job and you'll do less damage to the wall.
Some old mastics give off a nice smell when heated, ventilate as required.

Terrie, if you use the heat gun approach, Please, PLEASE do wear a resparator for the heat gun work, and keep a fire extinguisher close to hand.
When I've hit this problem in the past, I've just scraped (read chiseled) the stuff off and then patched the wall with Durabond or patching plaster.
(It seemed easier and safer at the time.)
In either case, this is not a fun job.

I remember my Dad doing it years ago using a propane torch. Talk about perfumed air! Worked fast, as it was on plaster walls, but I do recall a few concerned looks from my mother. Scorch marks add character, don't they?
