I am building a cottage with a wall right on my property line and the city wants the eaves to be 1 hour fire resistant. The roof is framed with 2 I 6 joists with a 1 foot protrusion on the side in question. The roof deck over the eves is 5/8″ T&G rIdwoodI Can anyone suggest what I can do at this point to meet this code requirement?

Ouch! Why in the hell did the city approve those plans without taking into account the 1hr fire resistance? Also, I am a little confused. If the wall is on the property line, how can the the roof protude and not be in your neighbor's yard?
The only way to provide fire resistance is to wrap all exposed framing with gypsum or cementious board and then cover with siding if you wish. If the wall is up against the line, how important is the visual asthetics there? (except to the neighbor, of course). You can build a fire resistant soffit there and, with luck, create an interesting look that manages to blend with the rest of the home. Get the city's OK first. Otherwise you could eleiminate the eave alltogether and salvage the redwood.
*.. i don't think you can meet a 1-hour fire rating...you can use materials that will not burn .. you can use materials that are used to meet a one hour rating in other assemblies..but you're going to have a hard time finding an assembly that meets your needs that has actually been tested..try some of the USG sites for fire rated assemblies.. such as party walls ... and fire walls in multi-family housing.. etc..but if you have to comply with an actual 1 hour rating... for your soffit / eave area...good luck...b but hey, whadda i no ?
