This seems a bit excessive to me. They’re talking about insulating a small vacation home that gets used a few times a year. I can see spending a few hundred to roll out insulation in the attic, but 18 grand? That’s $31.25 per square foot. We could build a whole new cabin for that much.

I would imagine they are talking about demo of wall covering, insulate, rock , tape,texture, paint and replace windows.
I guess it's possible to spend that much, but the article seems slanted away from practical tradeoffs. You'd have to spend a lot of time in the place to get any payback on the investment. It's better to make some cost/benefit analyses with the reduced occupancy in mind.Heck, around our cabin they're cutting and burning all the excess wood. We're doing ourselves a favor by burning more :).
The use of the word "and" indicates that replacement windows are included in that price
