existing exterior walls with existing (and not to be altered) rough window openings. going to replace all windows, including those in bedrooms which are “egress” windows. if the walls/openings/house were new or otherwise being altered, I understand that the egress window sills would need to be <=44″ aff.
since these openings are none of the above, how does the 2003 IRC interpret this requirement? the new window sills would be closer to 46″ aff.

not only are the walls withed solid masonry, but none of the other exisitng first floor windows would match sill heights. I know that is a possibility but am wondering if anyone knows how the IRC interprets the condition.
It's usually dependent on how much work is going on, relative to the total value of the home. Check with your local code official, but here in NJ, if you were just replacing the windows, you could replace with the same size. If, however, you were doing $150,000 of renovations on a $200,000 house, you'd be upsizing the windows to meet code, adding hardwired smoke detectors, etc.
