2) Do cable stackers count for securing NM cable w/i 8″ of a plastic box?
if not, then
3) is it permissible to secure two 14-2 cables under the same staple? (side by side under a large SE staple – not stacked on top of each other)

One mounting strap = one device.
The "trees" are counted as support.
Two cables under one staple is generally allowed; however, you are forbidden to place the cables so that the staples press against the outside edges; they must be laid flat.

1 and the same for a double receptacle (the common duplex).
The code does not count devices at all. It counts Yokes (or straps).

It reads "secured by staples, cable ties, straps, hangers, or similar fittings". Also a hole is a joit or stud is acceptable. So unless the approval of a stacker said otherwise it should work.

You need to check the approval. See the box. IIRC the 5/8" legs are only approved for one. But the those with 3/4" legs are approved for 1 or 2 14-2 or 12-2.
