Is there a general rule about using flashing at pitch changes on a roof, with asphalt shingles? In this case I’m going from 3.5 in 12 to 5 in 12.
If no flashing, do I want to try to get the last row of the lower roof’s shingles to finish at a particular point on the lower/upper roof?

Which way does the pitch change? I'm assumming the 3.5/12 is on the bottom. I normally just shingle thru that, especially with no more difference in the pitches than there is.
If the pitch change is the other way (3.5/12 on top), I'd use flashing because its hard to get the shingles to bend that way and seal properly.

I think you'd be better off putting ice and wayter shield in there than flashing. If you're in snow country you'll have snow and ice piling up there.
At 3.5/12 you have a fairly flat roof and are close to the limit for standard asphalt shingles. Wind driven rain and ice and snow can get under such a flat application. I would recommend using an Ice and water membrane under the entire 3.5 section and running about 2' up the 5/12 section. You don't need any flashing with the shield.
Beat it to fit / Paint it to match
