I am filling in a rock face CMU foundation wall on my house where a window once was. There was previously no header, as the top frame of the window rested directly under the mud sill.
I have no problem laying the new block into the wall cavity, but do not know how to lay the top row so that it fits snug under the mud sill. Can I use metal shims to bring it tight, then mortar the block in so long as the shims do not protrude in the front?
Is there a better way?

You can put the top block in, shim it up tight -- typical wood shims will do -- and then basically tuck point the bottom and end joints. When they set up enough, take out the shims and fill in the voids with mortar.
