Facts
a/c worked yesterday
today found water coming out of heat exchanger compartment
drain pipe was plugged I cleared it
fan blowing hard at unit airflow through vents poor
washed filter no real change in air flow
heat exchanger feels cold to fingertip inserted through drain hole
large insulated line from exterior unit has ice on it
is the unit frozen from water accumulating due to blocked drain pipe?
what do I do?

I don't know which was the cause and which was the affect, but it certain sounds like the evaporator coil is frozen.
Turn the AC off, but put the fan in ON and let it blow for a couple of hours and kept checking to see that the water is running out the tube.
After it melts and dries off then turn the AC back on and check it periodically to see if it is freezing up again.

I recommend you spend the C-note for a service call.
Icing up may be caused by a filthy coil which will definitely impede the air flow. The unit would be partially disassembled and sprayed with a solution of "Triple D" to dissolve the accumulated scunge. Discharge from two drains indicates the main condensate tube cannot handle the melt or is still partially blocked and the overflow pan is picking up the excess. Ideally, the overflow tube should never be wet.
Low refrigerant level is also another cause of icing. You'll need the gauges to check that.
