I am moving to a new state and have no idea what the cost of adding a 2nd story would be and I don’t want to go in without some knowledge (I have custom built homes in the past in TX).
So the house I am looking at is 2,000 sq ft. I want to add 1,000 sq ft up. One bedroom room, one club room, one balcony and a beverage area.
I understand that finishes make a difference in cost.
Can some give a ROUGH number? PLEASE.

Any estimate you get based on such a small amount of info would only be a wild, wild guess.

You really would be better starting to sketch in a plan. if the house is a simple rectangle, should be easy to get going.
if you used to build houses, you have an idea. will depend a lot on where, what codes and snow loads, what the existing house is like, (shape), and if you plan to renovate the first floor as well.
How much is it going to cost you to re-enforce the foundation?
The problem isnt as simple as adding a second story. The problem is "while we're at it". As i while were at it and the roof is completely off, we might as well take out these walls and open up the downstairs.
While we're at it, instead of spending money to protect the floors we might as well replace all of the first floor coverings.
While we're at it, we might as well re-wire the whole house.
While we're at it, we might as well change all the plumbing
While we're at it, we as well add a bathroom
While we're at it, we might as well change all of the windows so they match the new ones.
While we're at it, we might as well re-side the entire house so everything matches.
While we're at it we might as well put in a new kitchen
While we're at it we might as well tear out all of the drywall and re-insulate the whole house.
If moving to WA state King Co add in about $9,000 in permits, school fees, sewer upgrade charges, added parking for bedroom, etc.
Try $300 / sf in the PNW plus more for 'wet' areas. This would be for builder grade construction. Nothing fancy. It doesn't include Design, Permit, Sales tax, inspections, anything below the second story, demo, dump, asbestos or lead testing and abatement...
