I reroofed the house last fall, with a ridge vent, the shingles I put on are darker then the old ones, but now before the summer rolls around, I want to fix the lack of soffit venting on my house so the attic won’t get too hot.
The soffits are vinyl and slope with the roof pitch, are fairly new with the vinly siding on the house the PO added. Is there a way I can drill holes every 16″ or so and plug a hole (with a screen of some kind) to allow air into the soffit?

Little hardware stores (don't know about home centers) have what I think are called "bullet vents" in different sizes. They are like a metal grommet with screen and usually slanted fins. Drill holes and just insert them.
It's probably easiet to just replace the vinyl with perforated vinyl soffit.

Actually it's much easier to drill and install the little round vent plugs, i've done it a couple of times. However it would look better and give you more ventalation to replace the soffit with the vented kind.
To get any worthwhile venting you would need to place the large 3" circular vents, at least two per rafter bay. Drilling that many large holes in vinyl that is on an angle and overhead with a large hole saw? No thanks.Beat it to fit / Paint it to match
Those little circular vents provide very little ventilation. 3" roung equals about 6 sq inches area and only about 3 sq inches net. You need to balance the intake and exhaust to avoid sucking rain water in from the top.
