I have to install a vinyl railing system for a customer anchored in 2″ bluestone treads. The system comes with galvanized posts that anchor with 4-1/2″ redhead sleeve an chors over which the vinyl 4×4 slide. If I use these anchors am I at risk of cracking the corner off the treads by hammerdrilling 4 holes within 4″ of each other. Is there a better method of anchoring?

That sounds like a tricky installation. I've seen so many badly installed railings. One thing to watch out for is rusting anchors that expand and break out of whatever they're in.
A couple of thoughts. Contact the people who make the stone treads. Asks them.
You could start the holes by drilling a smaller dia first and then drilling the final dia without the hammer.
Even if you get it installed without a problem you might put something in writing about future breakage. All you would need is some person to fall or lean heavily against it and they could break it.
What does the base look like? I would try to use a 1/2" bolt with epoxy made fore masonry.
