Does the outside (exterior side of a home) light and outlet box need to be metal, or can you use a plastic one.

Plastic is fine as long as it is rated for exterior use. Some plastic junction boxes, particularly those intended to be used inside a wall, can degrade when exposed to sunlight.
Plastic has the advantage of not conducting electricity. Largely eliminating the chances that the body becomes charged and causes a shock hazard.
