That is an interesting Q.
I have never seen pitch pans on a shingled 3/12 - only on the flat roofs - BUR.
But the basic idea is that the main roof surface membrane is intact first, then the unit installed and pitch pan installed and fill around the leg.
So if the pitch pan is letting things leak, there is probably a break in the roofing under the leg (meaning it is worn out) or it was never installed right in the first place.
A ptch pan should be filled tot he top with low temp pitch or asphalt. It remelts every time it gets warm and self levels and self heals. so pouring in a roof coating would do it if things are otherwise OK.

6 months old maybe....
the legs of the swamp cooler are sitting right on the shingles... a single 1.5" # 10 SM screw is thru each foot into the deck... a glob of big strech on the screw head...
the vibration of the unit has worried the shingles almost thru at the legs......
so I was wondering if a solid mecanical connection to the deck and a pitch pan for the legs would be the way to go..
you should see the duct pass thru.... ummmmmm.... flashing.... yeah that's it... the flashing.... no diverter or cricket...
the power and water feed pass thru just generated explanitives....
BTW.. most of the big stretch has failed... and there is a lot of it...

So you are thinking of adding the pitch pans then?Do this instead - after taking a stab at balancing to get rid of all that vibration - turn loose each leg one at a time, and slide a piece of flashing up under it far enough that it is up under the shingle above. Make those pieces of flashing with ice and water shield on the back side to provide some self healing, then re-fasten with larger lags with the caulk in and around the hole first so it becomes a compression gasket under the head of the lag.

what it is is a way to seal around things like mounting legs or cable ties for guywires and whatnot that has to be attached on a flat BUR roof, usually on commercial work.Just dabbing around it with caulk will only last for a year or so.So you make up a pan with flashing extending out from it and seal it to the roof around where the attachment will be or already is. Then the wire or metal leg is contained within a pan that is about 3-4" above the roof surface and you fill that pan with low temp asphalt right to the top. No water can puddle at the potential penetration that way, and movement that could break the seal is constantly self healing with heat from the sun.i am describing this for smaller attachments, but we also did it for mounting boxes for equipment. For instance you would know the general area where a larger AC or heat pump unit would sit, but not exactly, so you would make long narrow pitch pans maybe 4-6' apart and seat a 4x4 in the pitch in them. Then when the HVAC guys get there to install, they fasten to the 4x4The name comes from the pitch that we used to use before cleaner asphalt products.

Made my day. Finally new something the Boss didn't. When doing a roof plan, the location of the pitch pans were always a part of it. It's been so long since I have done a commercial job with flat BUR I don't know what they are doing now. Anyway, I guess this just proves that I'm older than the "Boss"

I don't remember. There's several brands - different dealers sell different brands and I haven't handled any of it for several months. It comes in a gallon can and a quart can. There's room in the gallon can to add the quart. Stir it up and pour it in. It goes in liquid so it forms to what ever penetration you're enclosing (pipes, wires, conduit, appliance legs, etc) and then sets up some. I used yur suggestion on the flashing.. think 16GA is stout enough???
have yet to make up a diverter yet but I made a new plelum... the old one was pretty rotted away..
added a curb and step flashed the shingles in...
the utilities I put thru a stand pipe and used a boot/weather head on that with some ape for the weather seal....
the holes that were worried in I filled with Vulcum and covered with the 16GA...
the vibration was caused by a severly bent secondary pully and the blower's shaft bearings were pretty well trashed..
all done other than the diverter and tuned up...
works great...
should last a long time...
