How would you pile up books and laundry on the edge of that staircase if there was a railing there? You have to plan ahead for things like that.

Looks fine to me. I've seen stairs like that all over the place... in Greek villages.
House I grew up in had stairs with no rail like that, but we put the couch right along that wall, so there was a soft place to land, unless Dad was napping there.

I was only half joking about the Greek villages. Those amazing white sculptural buildings with not a guard or rail in sight. By our thinking there should be bodies all over the place and yet somehow for several thousand years they have managed to survive.

I recall going to more than one ancient castle in Europe where you have to climb a bazillion steps up the side of a stone wall with nary a hand rail in sight. If you are prone to vertigo, oh well....The same thing is common in SE Asia (Cambodia, Laos, Myanmar, etc.), but there if you fall you nay be required to make a donation to the temple priests for the ritual to calm any Deity you may have offended through your stupidity.=====Zippy=====

Wouldn't pass a building inspection but once the inspection is done you can do whatever stupid things you want. People do stuff like this all the time.
That would certainly not pass inspection here.
That being said, I have seen this more than once, generally in city houses, rennovated in the late 70's to early 80's.
Don't know how or if inspections were handled.

On topic I wonder if a rail on the wall would suffice.
I'm still not sure if he isn't pulling our legs.
A rail on the wall would provide the handrail requirement, but it's safe to say any North American code also requires a guard on stairs of a certain height with pickets of a certain spacing which may or may not also need to resist climbing.
