Need to replace a rotted sill on not a house but something of an outdoor shed/porch hybrid. The foundation is not a normal size block wall but the width of a 2″x4″. A 2″x4″ wood sill fits nearly perfectly atop the wall. It is some type of block wall but much narrower than a normal block wall. The wall is about 3′ high with 4×4 posts on top supporting a near flat roof with roll roofing on it. Also, in some spots on top of the wall one can see the web and open block. Nothing above the roof to support.
Currently the sill is attached with anchor bolts imbedded in the concrete atop the wall. The bolts are rusted and not usable. Thinking of filling the webs with concrete and imbedding new anchor bolts in it. Any special type of concrete bags to buy? Fast setting or some type of epoxy? Any other suggestions appreciated. Thank you.

block off the bottom of the block cavity with whatever and top it up with plain old cement and add new anchor bolts. You might want to consider cuting off the old nuts with a dremel tool or something similar ..
