I’ve finished a shop and storage rooms in my basement except that I have elected to paint the concrete floor for the present instead of adding some type of vinyl tile or other flooring. I intend to install a base moulding to give the rooms a more finished look. I don’t intend to install a shoe mould at this time. The moulding will be primed and painted with a latex low sheen enamel on all sides. Should I hold the moulding off the floor a fraction or let it rest on the floor?

Hi James,
You may want to consider reasonably priced rubber base for your shop and storage rooms. It's easy care and easier to install.
It has a shape that resembles a shoe molding at the base and is simply glued around the perimeter of your room.
