Hi to all, first time poster with a question about my basement/floor joists. Just moved into a new house with poured concrete basement and I-joists used for the sub-floor. Where the joists meet the basement walls (perpendicular) there is a 2×4 nailed to the bottom of the joists, with the edge tight against the top of the concrete basement wall. I am planning on developing my basement, including framing a 2×4 wall against the interior of the basement. I would like to avoid putting the wall ‘under’ this 2×4, which would give me a double top plate, as well as require cutting all of my studs shorter.
Does this 2×4 serve some structural capacity? I’m hoping that I can remove it and reuse / replace it as the top plate of my wall framing.
By the way, I am in Saskatchewan, Canada. Very cold winters and gumbo/clay soil which tends to ‘move’ our concrete floors and walls.

Without seeing it, I don't know if it serves in much of a structural capacity, but theere is nothing bad about a double top plate, or you can just use it as the single top plate. As for cutting studs to size, what's the big deal?
