I would not recommend Thoroseal or products like it. Basically, they are considered "damp proofing" and not water proofing. It is a cement like coating that will crack with your foundation. I used and recommend Rub-R-Wall from Rubber Polymer Corporation. http://www.rpcinfo.com/rubrwall.htm This is a spray-on rubber coating that is considered a true water proofing. This is not a do-it yourself application, but I consider it top of the line.
For my house, 1100 sq ft basement and 2000 sq ft house it cost me $1600 to have this applied along with insulating drain board and heavy plastic protective barrier. To me this was well worth it to have a top of the line waterproofing. Of course, the job is not done without good attention to foundation drainage and site drainage.

Thoroseal's a good product, but not a waterproofer. Membranes and bentonite are. I prefer bentonite, in rolls. In this part of Va, waterproofing is rarely used. Lots of wet basements.
Depending on what you're doing, you can also do fine with 6 mil poly. That's what my last underground house got. No other waterproofing.

Maybe you could say more about your particular case ( BUT NOT TYPED IN CAPS WHICH IS CONSIDERED SHOUTING IN A WEB FORUM) like whether this is a retorfit repair, or you are building several new houses or startting up a waterproofing business entity or whatever. Knowing the background helps refine the answer to your needs. Welcome to BT.
I know block foundations in lieu of poured crete is more common there in your area and Thoro is a good choice to start with to fill the block pores before applying a real membrane.
But the primary ingredient for a waterproofed celar wall is to provide a path for the water to follow. If it is held against the basement wall, it is certain to find a way inside, no matter what material you use.
So you need a perimeter drain at footing that leass to daylight or to a sump pump or large drywell pit. surrond with a sick and stone, don't use clay to backfill witheither. it will hold water instead of letting it pass thru to the drain.
If you have hoples or cracks, these need to be repaired before doing any waterprofing.
