Basement window install new foundation.
Stupid question maybe. Is it ok to install 15″ tall basement windows with their top edge even with the top of the foundation wall. In other words, only the mudsill acting as a header for the window? Thanks.

Yep, usually. If you're nervous, connect the joist that falls over the window to the rim using a joist hanger. Make sure the rim doesn't break over the window. In most cases, a single 2x10 or 2x12 can handle the load of one or two joists. If you've got a point load or a really wide window, double the rim over the window, and then use joist hangers.
