I’m planning on using Drylok on my Basement walls. They’re Concrete Block.
They were painted 30+ years ago. The bottom 4 courses are flacking and won’t be hard to remove. I’m planning on using a pressure washer. Will a pressure washer remove the old paint from the top 4 courses?

A pressure washer will remove any paint that has less adhesion then the washers pressure.
Unless you have solved the hydrolic pressure problem the new paint will start flaking shortly.
A powerfull pressure washer will cut into the blocks themselves, if you want it to.
I recently used one to remove mortar for repointing stones. The stone wall had also been painted, and the paint came off with no trouble at all.
Sounds like a plan. What kind of psi were you running? Or Horsepower of unit?
That was a 4000PSI unit. Rented it. Can't remember the HP.
