If the concrete is dry and sound, nearly anything can go over it. So it depends on the use and look you are after.
If the concrete is damp, it eliminates wood and carpet and a few others. Ceramic tile, acid staining, paint, and possibly sheet vinyl remain possibilities.

Best in terms of cost is not the same as best in terms of life expectance, is not the same as best in terms of installation, etc.
Also the condition and location (one ground, below ground, above ground) and the usage of the area.
