8x8, there is no "maximum" allowable birdsmouth cut. You are free to cut all of it out.
Does the roof pitch affects the depth of cuts ?
No, the depth of the cut is determined by the carpenter. The depth is usually established to work with some other desired result.
In most instances, the heel will not be less than 4" but that is not a fast, fixed rule. The "heel" is referred to the "height above plate". It is measured at the outside wall line. I've worked on roofs with as much as 48" of "HAP" and as little as nothing.
