Block Foundation

Looking back in July 2003 issue number 156 page 85, upper right picture displays a person useing interlocking block for a foundation wall. Is there more information on this block and creating a foundation utilizing it? I am also curious as to how the anchors would be set?

    Are these ICF foam blocks or CMUs? MY CD only goes up to 2002, and I give away and misplace recent copies.
