Blocking between rafters and joists?
I have seen some framers use blocking between rafters and joists. Should the blocking be placed in certain locations in the joists or rafters? Is it better for sheathing on the roof?

I've blocked joists, but never rafters (this would block airflow from the soffit to the ridge). Usually put joist blocking in at midspan.

In high wind coastal areas, you now have use blocking at ply joints or use T&G sheathing. Other than that, I have never heard of or seen blocking at either.
