I have r-19 insulation in my walls and I would like to use blueboard insulation under my new vinyl siding. Should the house wrap go on top of the sheathing and under the blueboard? Am I creating a double vapor barrier by doing this. Any help on proper installation methods would be appreciated.

You can do it either way. It's even possible to skip the housewrap altogether, and let the foam board be your water-resistant barrier (WRB).
No matter which of these three options you choose, it's essential that your window and door flashing be properly intergrated with your WRB. If you're not familiar with necessary details to manage water on walls, you should research the topic before you do any work.

I agree with not using house wrap at all... and with proper flashing details... no reason to waste money on the wrap, the foam will do everything and some...
