Unless someone comes up with a specific reason to not do it, I can't see the harm. We have blueboard over studs, and it seems like the backing would only make it stiffer, so no reason to remove it as long as it is smooth and sound--no humps or warps. I think I'd forego the vapor barrier and glue and screw.
Caveat: I'm curious to see if anyone thinks that the paneling might expand/contract and cause problems behind the blueboard.
*have done many drywall over paneling jobs. no problems with inspectors or longterm ( no cracking)
