as part of an outdoor greenhouse i need to permanently attach approx. 36′ of 1×6 cedar to 6x8x16 cinder blocks. can this be done with adhesives alone? if so which type?

Wood moves, concrete block-not so much. These forces tend to break a decent bond.
Other things such as the orientation of the wood, is it protected from the weather, close to the ground. Moisture on or near wood can expand it so much that when it dries out and shrinks it'll twist and perhaps pull away.
PL Premium is the best adhesive I have experience with. It sticks to anything.
Sealing all sides and all cuts might help.............How do you plan to hold it in place under pressure till the glue sets?
Explain the situation a bit more.
Might be better to glue some sort of metal strap to the block and somehow attach the cedar to that. Or just go ahead and use ramset nails or concrete screws to attach lath to carry the cedar.
What is the nature of this "cedar"? Is it siding, trim, parts of a sign, what? How much of it?
The anwer depends on what is the purpose of the 1x6
Is it a piece of trim bd or a structural item? Laid flat vertical or horizontal? Where will the stress be that you need to resist, other than movement of the lumber from moisture?
