It is possible to lay brick pavers over an old concrete stoop. If so how is it done. I know for paver patios there is gravel and sand underneath to let the water drain.
I’m going to get a contractor to do the work. I just don’t want to waste anybody’s time having them come out to look if it can’t be done or if it’s a bad idea.

Sure, either mortar them down or use thinset and then grout.
Be aware of freeze thaw, slope for drainage, and step height from adjacent surfaces.

I worked on a house that had the stoop bricked. However, they didn't use full size brick. The color and finish matched the paver walkway, but the stoop was done in thin brick. Go to a brickyard and ask or call the mason and quiz him. You don't want to drastically change the rise on that stoop, the thin brick might do the trick.

PineHall makes them thin pavers . 760 of them little bricks to a bunk. 4"x8"x1 1/2"
Don, these were even thinner. They wrapped them down the side of the slab. If you didn't know the concrete was there originally, you'd think the thing was full sized brick. Sorry I don't have a picture or any more information.Remodeling Contractor just outside the Glass City.

Almost like tile then?
Thick tile. 5/8's or so. Similar to that you see on the brick display bds. Remodeling Contractor just outside the Glass City.
