Hello again still lots to do with my project, looking to build some shelves for a closet for office storage, doenst have to be fancy so I tought i would use a design found from Danny Proulx’s book “Storage and Shelving using 2×3 with particleboard shelves. Problem is making the dadoes in the 2×3 supports. No tabe or radial arm saw so I need to use a router, Can this be done, will be cutting across the grain>

Yes, & it is quite common to do dados with a router.
A good jig (guide fence) custom or bought, & always use a sacrificial strip of wood on both sides of your work to reduce tear out.

Yes, it's done often with shelving too wide for the table saw.
If making the sides of the carcase from sheet goods, I rout the dado in the sheet prior to ripping the sides; it eliminates steps and potential mistakes/misalignments.
Determine your shelf location, exactly, and mark the desired width of the dado on the material. Clamp a guide set absolutely square to the edge of the sheet, set the router to desired depth, then rout. Depending on router bit diameter and shelf thickness, you might have to relocate the guide to rout out the full thickness.
I made this guide to be adjustable, such that the jig contains a guide on both sides of the dado that the router rides against; all it takes is two passes without changing the jig placement.

I know guys that use the router as their preferred method for making dados. you cn either buy a jig, make a jig or just use a piece of scrap wood as a straight edge.
Becareful b/c routers are a little funny. Like with the PC you have to hold it the same way cuz if you turn the knobs it it will throw it off a tad. I use a D handle now. It gives me the best results.

I haven't read the book so I don't know what those shelves look like, but if you want simple shelves for a closet, why not just use cleats (baseboard or casing works well)?
