I’m getting ready to pour a slab behind the garage (7′ x 26′) on a VERY flat lot. In order to get enough slope on the 26′ length, I’d have to start the pour about 2″ to 3″ above the break in the stucco screed. Does the screed metal also act as a weep for water? What about water splashing up into the screed? It looks like I have that issue anyway at other parts of the garage.

Yes, the screed is supposed to direct water out from the stucco. Do you really absolutely have to run the slab all the way to the side of the garage, or could you leave some room for a French drain? It would look less industrial that way. Another approach might be to Xypex the stucco so no water gets into it in the first place.
