I'm not quite sure in your case what the numbers mean, but I can make a reasonable guess.
I have a set of more recent vintage Irwin brace bits and they are numbered similiarly. The numbers (4-16) stand for the number of 1/16" they are. Thus a number 9 bit is actually 9/16", a number 10 bit is 10/16" or 5/8", etc.
Obviously, your bits probably aren't 1/16", 1/8", 3/16", and 1/4". So the numbers are probably another similiar designation such as eighths and quarters. Meaure a couple of them and see what you come up with.
