I've seen 'em out of copper and out of white plastic (vinyl?) and out of composite (wood fibers and resin) that must be painted. Don't know about concrete.
The reinforcement fibers show on the surface, which is unappealing. You can forego the fibers and still get a good job. All those concrete lawn ornaments are made without fibers.
What are you using for a mold? You can buy castable urethane. It's stretchy enough that for most shapes you can peel it off and reuse it.
