Two years ago I have installed cedar siding pre-finished with two coats of solid stain and secured with stainless coil nails. This summer the cedar started to bleed at nail penetrations. Ouch!
Would I have to prime and re-paint to seal the bleed in?

Were the nails driven flush or over-driven? If too deep, you could have moisture entering through the nail holes and then drawing out the extractants as it dries.
If the rest of the instalation is god, then spot-priming and restaining might be the best option. Not the most fun, but the best.
