Chair Rail: Level or follow the flooor?
We are installing chair rail in an older building now used for office space and meeting rooms.
1×4 with moulded top and bottom.
Floors are uneven. Varying 3/4″ or more. Level suspended ceilings.
Keep the chair rail level or follow the floor?

Check other features such as window sills which may give visual cues as to the level of the chair rail. Make sure that the rail will appear level relative to these cues (if present), even if that means making it unlevel.
In an old building I could care less if something I'm putting in is level or not. What's important is how it looks.
My suggestion is to tack up a string line where the chair rail will go. Eyeball that and see what you think.
Also, of course, if you will be installing wainscoting you need to make sure that where the floor is lowest (relative to the chair rail) the height between floor and rail doesn't exceed the height of your wainscoting pieces (after accounting for base and other trim).
