My basement has to exhausts one for hot water boiler, one for heater. Below those and offset to the right is a port for possibly another that’s got a removable cap on it. During a very heavy rain, water streams out of it. I suspect the chimney cap may be wrong type, but may be something else. Roofer’s I’ve called (two) don’t do much with these things. They say find a chimney guy. Question generally is how to find the right person, a reputable one, to look into this?

You just have to start asking around for chimney guys. Generally they're odd birds and get most of their work by word of mouth, so you have to ask around at (non-chain) lumber yards, from contractor friends, etc.
I found a few. One wrapped it because it needs pointing - the mortar is missing and some flashing he said was bad. I was given a quote of about $3200.00 to re-point the entire chimney, tear out the shingles/flashing down to the wood, redo that and water proof. A neighbor says they paid much more - it sounds to them like a good quote. I was floored. These people supposedly are very good. Can anyone comment on this price?
Offhand that sounds like a good price for that amount of work. Do ask to see some of his other work, though.
I've seen his work on his website, and since writing here a neighbor told he she paid much more from another contractor and she knows the one I speak of is good. She gave me two other names to get quotes from.

Chimney cap?
You have identified one problem, water coming down an unused chimney because there is a illfitting or missing chimney cap? And think there may be other problems?
Why don't you get up there, seal the chimney and see if that was the problem?
