I have a 1955 brick house built on cinder block. Two to four feet is exposed, some of it is painted and some is not. I would like to cover the cinderblock, which I think looks ugly. Is there anything I can skim coat over it to give it a smooth finish.

Stucco or mortar can be applied directly over concrete blocks, and it can be stained a bunch of different colors. Pressure wash beforehand.

No, the cinder blocks need to be able to suck up some of the water from the mortar/stucco to have the bond. I don't have any great new ideas for what you could do over a painted block wall.

zs - lowes has a product called block filler that claims to give a smooth coat over cinder block - it is a paint product, and pretty cheap. (but I've never used it)

To apply stucco over paint you'd sandblast the paint off.
Block filler is another option. It is a thickened paint that fills pores in the block so a continuous film of finish paint may be applied. It doesn't hide the texture at all.
Another possibility is to faux paint the block to look like stone. Or apply 1/2" thick brick veneer. Or apply siding down to within 12" of the ground.

Mechanically fasten / glue on 1/4" or 1/2" Hardibacker or Dura-rock ($9 for 3'x5'), and mesh tape and stucco that. Cracks and the old surface won't telegraph through.
