i am trying attach a heavy piece of equipment to a cellar cinder block wall and so far all atempts have pulled out. have tryed lags and shields, red head type expanding shield (heavy duty type) in the mortar joints and center of the block and to no avail.could the block be wet this cause this type of problem ?

I think you need to use a toggle bolt so the wings will open and pull against the back of the cell.
Or use through bolts and puit a piece of angle iron on the back side of the wall.

I'll 'go overboard' on this, but first waht is 'heavy equipment', and is the force vertical or outwards from the wall? The 'overboard' bit - make anothet hole above the fastening and pour in some concrete that'll hold same on place. You figure how to stop it dropping to the bottom of the wall. But if there's enough substance to hold the fastening , that should work.
