Hello –
The thermostats in my new house are covered with remnants of spray foam insulationa and/or paint. How do I properly clean them so they look brand new?

Remove the cover, blow out the inside. Clean the cover with Goof Off or some other fairly safe solvent.

Goof Off comes in 3 formulas. The regular - acetone and xylene, the spray kind some what less noxious, and the wipes which are pretty safe. I use the wipes to clean around my eyes after spraying paint.
Yeah, I'd be leery of using regular GoofOff on a (likely styrene) plastic part. GooGone might work pretty well.
As with any delicate cleaning start with mild solvent like mineral spirits - only then use something stronger like lacquer thinner and dont let strong solvents soak on the surface for any longer than necessary to work. Spray insulation probably isn't coming off with anything.
