I assume you mean pulleys?
What I did for mine was get a brash wire brush wheel for my angle grinder, brush all of the old paint off to get a a decent shine, but a little compound on to them. Then I sprayed some lithium grease or chain lube into the axles to keep turning smooth. Then I reinstalled.
DO NOT PAINT THEM! This is what made 'em gum up in the first place.
My pulleys are not brass, I think they're just plain old iron. To prevent any surface rust, I brushed some plain 'ole linseed oil over the exposed surfaces and let it dry for a couple of days.
If the rust comes back, I'll just steel wool the spot and re-linseed oil and be done with it.
