I am not familiar with Commercial Harbor Tools. I am familiar with Harbor Freight Tools. Since you mention “inexpensive”, could you be referring to them.
I did a Google search on “commercial harbor tools” and the only “Commercial Harbor Tool” that showed up was a tool and die outfit in Illinois. Probably not what you are referring to. If you were referring to Harbor Freight, there have been many lengthy discussions of their inexpensive offerings in past posts. If you do a search on Breaktime, you should find quite a bit to read. If you are interested in a specific tool, specify it and you may get some reactions here.

Maker sure you use the forum search box, not the general FineHomeBuilding.com search box. For me, I need to be in the left frame where each thread is listed and scroll all the way to the bottom to get the forum search box. I got 57 hits for harbor freight there.
Okay, I see it now. I needed to use the advanced search option - then they come up. The big "search" box at the top of the page doesn't get me anywhere.
To answer your question: many of us find them economical for occasional use items. If it is something I use constantly I would lean toward name brands. I got their cable stripper and cable compression tool because I do a few. Very happy with them. There are a lot of obscure drill bits I have purchased there.
I have heard both ways on things like grinders, I bought a biscuit jointer at one of the similar operations and it was truly junk. I have heard the rotary hammers are ok for occasional use. I gave my son one I got on ebay that is pretty similar. He says it is fine for his every once in a while needs.
They do sell some name brand stuff too by the way. I get their sanding sponges when they are on sale for 8-10 for 2.99 (about wdhat they are worth).
