We have dug 13 – 12 inch diameter / 40 inch deep holes to prepare for deck footers. I inserted 12 inch Sonotubes made by Quickcrete and back filled against the tubes. Before I could have the holes inspected and pour the concrete, we had a few major rainfalls and a combination of the heavy rain and the accumulated ground water has caused the back fill to collapse the wet cardboard tubes.
Does anyone have a suggestion on how I should proceed.

Downward, with a posthole digger.
Rock, you have to redig those holes. This time will be easier than the first, fortunately. Next time don't backfill with dirt until after the concrete is poured.
I've got some post holes just that size stacked out behind the shop. I'll let you have a good deal on them, but the installation and shipping might be a little bit more expensive than just redigging.
