I’m getting estimates for a concrete patio, 4 steps from the back door to ground level and a pool deck in Maryland. What construction standards (thickness, rebar, wire, electric, etc.) should I look for to evaluate the quality of the job in the proposal?

Dan, I take care of a community pool here in Montreal Canada. While doing maintenance work on the pool and deck I am finding the deck to be about 4" thick. over 0-3/4" gravel. It is reinforced with wire mesh, about 4" square. near the bottom of the cement. I am told that the cement should have been closer to 6" thick.
In my experience, sooner or later you are going to have to get access to the pipes for one reason or the other. So I would suggest if the pipes for the skimmers and returns are not installed yet have them installed in such a way that you can cover them with patio stones or interlocking brick. and use sand around the pipes to allow for easy digging when the enevitable happens and you need to replace a pipe.
I'm in the middle of arrainging the logistics of a full renovation of all the pipes and skimmers at this pool this fall. So far the bill is up to $140,000. although we are talking about an "L" shaped pool. 25 meters long, 6 lanes wide, and the deep end is 25 yards long.
