My front porch is poured concrete. Over the years it been painted several times and the previous owner tried to fix the pits with a skim coat of concrete which is now flaking up in spots. Last time I went to fix it I tried my grinder on it but found that a waste a time. Apart from sand blasting any other ideas on how I should prepare for repair. It’s very pitted in areas and paint is flaking again.

Bump. I don't know a lot, but I do know that you are going to have to remove the old paint before any repairs can be made.

Power washing
As far as removing the paint to patch it, you might try a combination of pressure washer and wire wheel on a grinder. Once it's really clean, you should be able to patch it with one of the concrete patch products you can find at blowe's or home despot.

Yeah, if you can get the paint off there are patching compounds that will adhere well even when applied in thin layers.

I've never had good luck with the skim-coat cementicious products except one that was very, very expensive i used to repair an exterior window sill, but Bondo will stick like crazy to any clean surface and it is sandable. Paint it, and it'll look great.
I learned this when i had a fresh pour on my shop slab and an unexpected downpour after the finishers went home. :^( We were able to salvage what we could reach with a power trowel early the next day, but not the areas around the plumbing. I spread Bondo with the biggest rubber spreader i could buy, used a belt sander to smooth/level it when it was set, and painted. Darn good floor for a utility room.
