The rfirst thing to do is to determine why the block walls are damp. There are two primarty possibilities in my mind here. onwe is that you have a ground water problem that is best rectified from the exterior by water proofing the wals, being sure that there ia a perimeter drain in working conmdition, and grading soils on top to drain surface water away from the house, while controlling and directing roof run-off.
The other possibility is that the walls are damp from condenstaiton, They are cool by virtue of being below ground and when warm humid air hits them, the moisture condenses out of that air. If you have air conditioning, this is less likely.
one way to test is to tape a sheet of plastic about 2' by 2' to the wall and see if after a few days, there is more or less moisture trapped there.
