My next door neighbor’s front porch has a deck above it that is supported by three posts that support a carrying beam. That main beam is rotting and needs to be replaced, so might as well change out the posts too. (The posts are on bearing stone that appears to be solid). The wood has been exposed and is rotting. My neighbor believes that we have to use a jack and slowly lift the decking joists a little at a time. I don’t think we have to wait because there’s nothing on the deck, no roof or other structure just decking on the joists and the railing of course. Shouldn’t we be able to immediately jack the front band joist up and support it, cut out the beam and posts, and replace them with 6 x 6 posts and a doubled up LVL?

Jack, if you don't need to jack more than an inch or so, I think you would be fine to do it all at once. Your neighbor is probably reciting something he saw or read that applies to jacking finished interiors.
