My landdlords brother is busy building a new deck on my house. The PROBLEM treated lumber — yellow zinc screws & plated lags & hangers !! I wonder how long before there is any potential problems ???

You say yellow zinc screws. Are you talking just a common interior anodized screw - or is he using sometinthing like the Climatek coated screws that GRK produces.
Are the hangers ACQ rated or not?
Stainless steel would be the prefered fasteners and hangers to use, but in reality, a safe deck can be built with upgraded (meaning ACQ or similar rated) hardware.

electroplated lags and generic yellow zinc screws , common in these parts for all exterior construction, etc..
Will you still be living there in 4-5 years?
