Yes it can, butn you should probably wait a season between the sealer and the stain. And if the sealer was really good, maybe two or three.
What kind of dry time is needed after cleaning?
Depends on the weather -- two or three days should be good.
Will there need to be extensive sanding prior to staining?
Certainly not for the purpose of removing the sealer -- sealers soak into the wood. They don't sit on the surface, so sanding won't get them off.
Is there an inconspicuous area of yoru deck? If so, put a bit of stain on it to see what happens. If it soaks in within a couple of minutes, then you're good to go.
Unless you're the lead dog, the view just never changes.

i'm afrtaid that I will have to disagree with much of what was said, especially without knowing what sealer was used. Any of them contain waxes and silicones which will interfere badly. You will probably have old mildew growing too andf soil staining so sanding is important for an even looking job.
