I had my windows capped 12 years years ago with aluminum capping by a professional company. The capping is starting to fade and looks like a powder is leaching from the surface. Is there any way to restore the original finish of the capping?

After 12 years the paint has probably oxidized away to the point of no return. Clean it up good, apply a sealer and repaint.
